This randomizer gave you a preview of the Molten Tigrex, since that boi is a big red Tigrex Rare Species that has blast powder mixed in it’s scales, giving him the ability to combine his physical attacks with Blastblight

It's the safe landing skill. In a normal game you get it from the acrobat earrings or the acrobat decoration (3 slot deco), it does that animation any time you hold forward after getting thrown back. I think the randomizer put it on one of the pieces of Fatalis gear
