Regular wheels seem to only be in certain game modes like head to head as featured in this video.

I think free roam is where you only see the fire and ice wheels. in freestyle at least you get the normal wheels.

Chevy Morris The tires seem to be based on the game mode and cannot be manually chosen. Standard tires are in some game modes like Head to Head as seen in the video, but are orange/blue in most others.
