You keep the momentum from your roll-jump by firing your blaster repeatedly. If you combine it with Bounce Hop, you can get over the wall here before you're supposed to. Before this you're normally supposed to go get Dash, then go back to Zoetopia to activate the propeller platform, then go back here to get across.
Of course, they just made it where if you tried to get powers out of order, the power just isn't there. Dicks.
