To make the pellets hard and stay together they are dried and heated at a high temperature. As they cool off they harden. As a result you have hot pellets loaded on to a train. In the winter all the steam causes them to freeze together on the way to the ore docks making it difficult to unload into the dock causing delays for ships in the winter months. At least that's how it was when I sailed.
