This song stands out compared to other songs in the Elder Scrolls series. It's very upbeat and happy sounding, it could fit in a children's fantasy movie or game imo, as strange as that sounds.
I have exactly the same feeling about this song. It would definitely fit in Harry Potter movies, or maybe it reminds me of some song(s) from one of them.
