yes, its the same sample that was used in megalo strike back. as toby fox is a big fan of the mother series, he made megalo strike back for an earthbound themed fan-made album in 2012. he even made a halloween rom hack to earthbound, which included the original version of megalovania, which megalo strike back was implied to be a sequel to. by the way, megalo strike back is implied to have no connection to undertale.
