hello, please help me with some information. I bought a Motorola GP 688 two way walkie talkie, when I turn it on, NO PERSONALITY appears on the display. I tried to enter the menu, no button responds. what can i do? thank you

I got nothing to do with that. The best option for you is that to claim for warranty or change product.

Is it possible to change the frequency of the repeater in the same way? Which part is used to change the output power?

Yes, you can change the frequency. About the output power, it differs from the model you are using. Aside from that there is a pin header you need to connect. I think it indicate LOW HIGH.
