Hi.. I don't actually know why the capacitors were part of the lamps. However from 15V they reduce to 3V. The only precaution is that they must be installed along the positive cable of the lamp (anode). Then in the layout there are LED strings that hold 15V without the use of capacitors. I used them in the freight yard area. I hope I have helped you.
