During his second term campaign he promise the Edo central district that if they vote for him, he will make sure that the next governor will come from their zone, which Philips is aware off. It will be fair to let Edo central to produce the next governor, since 1999, Edo central have not produce a governor. Philips is from Edo north, were Oshiomole is from, Edo south have produce 16 years, Edo north 8 years, but Edo central haven't. So, for fairness and justice and inclusiveness so that no part of the State will feel marginalize. Because Obaseki did not support Philips ambition, that was what caused the problem between him and Philips.
