Like we mentioned during the conversation, best is subjective. Location, course and cost should play a higher role in deciding university than ranking. But if you were to go just by brand name then University of Michigan, Ann Arbor, Carnegie Mellon University, Georgia Tech, UT Austin, Pratt Institute are a few big names.

We would recommend starting with Google UX Certification course to get a good understanding of the UX Process along with Graphic Design Specialization by CalArts to get better a visual design, both available on Coursera. Design Academy’s will help you collaborate with other designers but lack in few other areas like helping you build your problem solving approach and are expensive without any guarantee after you complete the bootcamp.

I've seen the majority of schools that offer this class, offer it only for your Masters. I'm an undergrad and am moving out of nursing, is there a major I should take relative to HCI? Or is there even an HCI major for your Bachelor's? The only one I found relative to this is Informatics in UCI.
In India, bachelor degree is provided by Private Universities only, like MITID, UPES, UID. Not sure about Pearl , Shristi & ISDI but u can check it out.
Please find this response from Shivam - This is more of an undergrad question but from my understanding - Yes informatics happens to be one of the courses in which you can specialize in HCI. CS, Project Management, Data Science could be other options.
