These are the mothers, Madres de Plaza de Mayo, whose children disappeared at the hands of Argentine and Chilean dictatorships. All told 30k children vanished. In another U2 video they came on stage saying their lost childrens names. Fair play to U2 for highlighting their cause, sadly to no avail as the children did disappear without a trace
