Yes, it is different. Of course, you can make a table and find the relevant inputs. But it won't be convenient. Because, now your minterms in the table are not in a sequence. For example, for BCD = 0, you are grouping minterm m0 and m8. Likewise, for BCD = 001, in the table, two minterms will be m1 and m9. So, of course, you can make such groups, and find the value of each pin in terms of variable A. But it won't be a straight forward. I hope, it will clear your doubt.
No it is not compulsory. But when you have multiple lines, and when you write the truth table for the selection inputs then S2 represents the MSB, an S0 represents the LSB. So, naturally when we label these lines in the multiplexer diagram, then we used to represent them in the same order.
