In the 2nd problem the fluid is influenced by the atmospheric pressure. The only difference between the first and second problem is, in the first the pressure at B is gauge pressure and in the second it is atmospheric pressure ( you can consider it as gauge pressure). Whenever there is atmospheric pressure involved you always get the absolute pressure(as in the 2nd problem) on the other end of the multimanometric tube.
