No horse, ever, is worth one billion dollars. The line is reminiscent of those war stories in Classical Antiquity with casualties in the hundreds of thousands, and combatants in the millions, in every battle. It reflects a writer without numerical literacy.

He's making fun of himself. Also, people do, just naturally, get forgetful when they get older. Also, he is portraying a stereotypical absentminded, yet brilliant, professor which is funny or supposed to be. And his character wants people to be at ease and laugh. Basically, Dick Van Dyke is all about slapstick and laughs. So loosen up a little and smile even if it's not LoL belly laughs. It's our beloved Dick Van Dyke! Just watching him goof around brings a smile to my face. I think he's 98 now.
