Have the exact same issue, but 2004. Came here to see how to take off airbag cover, to see if I could unstick it(horn), as I think you were trying to do. I have burned out 6 horn fuses. I too now have no horn, for a week or 2. Guess no easy fix. Did you ever fix? Wonder what a mechanic would want to fix it. (Also was pounding on horn to get it to go off, it went off.) Now it stays on all the time, except it has no fuse. Cannot pass inspection in Texas, without a horn. This has happened before, but I was always able to unstick it, by "gently" pushing it in, a few times. Until now.

I never fully fixed it. I left the fuse out. I think the only way to fix it is to replace the entire air bag assembly from my understanding. I’ve been considering pulling another one from the junk yard.

How did you put the bottom shroud on I’m having issues with it

got this problem, had it on my isuzu amigo also...it is the membrane inside the rubber horn skin...what happens is the plastic backing plate and rubber skin warp due to heat, and press on the membrane. The membrane is sandwiched between the two, and molded together with rubber rivets. I got another from a salvage yard - same problem...you can get to it, if you don't mind working on that air bag bomb, just take those 4 nuts off the back, and it comes apart. Once you get the charge pack out and away from you, it's not so bad, lol...yes they can blow from static electricity, but you would have to touch the airbag wiring terminals.

addendum...finally fixed mine, went back to wrecking yard and found another that had apparantly not been warped as bad...something to help, when reinstalling, thread the horn airbag screws back into the back of the assembly loosely, then put it back in place, instead of try to put them in thru the holes in the back of the steering wheel...They work on expanding in the hole as they are tightened

Have exact same horn issue! Do you think with relay in and with horn stuck will it kill battery? I had relay out but decided today to put back and remove fuse. Also I thought about wiring in a switch from wire the coil attaches to that goes from horn to relay. Lastly is yours a V6 ? I noticed you had a starter relay. Mine is 4 cyl and no starter relay
