My friend's mother gave a great tip. Do not cover it like putting it in tupperware. Instead only a dome to protect it from bugs and leave it out. Once you put it in the fridge or cover it I notice it becomes soft

Maybe water+sugar ratio is not right, much sugar makes it to be Hard shell, much water softens the Phillos, and chefs always recomend to boil it at least 10-15 minutes, of course with some lemon
I added to the description box. Bake the baklava at 180C preheated oven for 15 minutes then lower the temp. to 160 and continue to bake until golden and inside is fully baked for about 30-35 more minutes.
