Great film! I'm guessing you mean the mid 20th Century rather than mid 1900s? My guess would be somewhere between 1935 and 1955 based on the trains and the film technology. Perhaps someone with local history knowledge could date it more precisely by looking at buildings etc. Does the original film still exist? I am sure a better transfer could be done if it hasn't deteriorated to uselessness.
