He knows he has to take his meds and how to manage his Condition, you can't for ever judge people on what they have done, these people need a chance to reintegrate into society. Actually, a team of neurologists spent 4 decades interviewing inmates who had committed serious crimes in every prison in the US to try and find the root cause of why they ended up there.
