Must be being a Canadian/American, but I never really had a problem with it. If it helps, this is a skiffle song, originally made popular by Lonnie Donegan and his Skiffle Group. You can also find versions done by the Irish Rovers, the Bee Gees (yes, their first public broadcast as children), and lots of others, which may help you make out the words. Some of the issues are words and phrases that are very distinctly British - 'tip', as in 'rubbish tip', is a heap. 'garbage heap'. (Probably from 'tipping the garbage out') A dustman is a garbage man. Trash collector. Council Flats were/are apartments owned by a local government, in a Council House. Public housing, in other words. A flat in Britain can be owned or rented, somewhat like the difference between a condominium and apartment in the US. Dustbins, at the time of this songs' writing, were usually cast iron buckets placed outside of the home, made so they couldn't blow around in the frequent storms. Those were mostly removed during/after the troubles, because they were used for terrorist bombings - made lots of shrapnel. Skint means broke (no money). Nana means a fool (In the US, it's sometimes 'grandmother', but not in Britain). 'Cor Blimey' is simply a doubled exclamation. 'Cor!' and 'Blimey!' are both exclamations on their own. His boots are 'daisy roots', because they're extremely hard to pull up.
