Great question David! That is a totally different style (super cool one!), and IMHO 3RL would work perfectly (although I don't do those tattoos. I leave them to people who are experts in that). Those dots function more like a shading than a line. You can create some awesome textures this way. My guideline is for tattoos made with the line as a central focus.
