imo it's a strictly better skill test, unseeded high score chasing is waaaaay too much RNG. You could have a separate category for "one run per seed" which will be governed to some extent by RNG but mostly based on who had the most theoretically solid game plan, and another category which is "fixed amount of time to squeeze out the highest score from this seed you can" which involves a lot of observation/memory/strategy.

Seeded or unseeded caters to different players and audiences. Both Baer and Apollo have said they didn't want to do seeded as it's a lot more sweaty than needed in a casual tournament between friends, and IMO it takes the fun out of watching players deal with what RNGsus decides to gives them that day
