Close, though not quite right. I'm not sure where the terminology came from (as it happened well before I was born), but the procedure Squirrel refers to is a similar kind of annual safety check you're legally required to submit your vehicle for in order to get it certified for use on the road, demanded by the ministry. It's actually something you have to get before being allowed to insure or register the car, which is a separate thing (colloquially, and in fact now officially mislabelled as "road tax"). Though again, that's not wholly a registration thing, because in the UK registration, and being issued the accompanying license plates, is actually only a one-time thing, when a vehicle is first sold or imported, or substantially rebuilt to the point where it's not really the same thing any more. The annual test and tax are more like more minor certifications. It's maybe a bit confusing and convoluted vs what other countries do. But for what's shown as happening in Finland, it's probably the closest equivalent; the test centre in MSC, at least, essentially seems to bundle registration (and plate issuing), safety test and road tax all into one single, logical, simple transaction. And my dad/stepmum who have moved to Tenerife report having to put their own car and van through a similar procedure, which I forget the name of but it's a similar three letter acronym, an annual test which seems to combine MOT + Tax, and although you keep the same plates you are issued with a sticker to prove you've paid the toll and passed the test. The British test is somewhat less bureaucratic (no demand for there to be a warning triangle in the boot, etc) and rather more concerned with the practical business of making sure the car is safe to use and generally roadworthy - checking the frame isn't swiss-cheesed with rust, that the lights and brakes work and are correctly adjusted, steering / suspension / tyres are in order, you can see through the windows and they're not so badly cracked they're about to shatter, the emissions aren't too far adrift of the stated standard (though generally so long as you aren't billowing clouds of opaque smoke, you'll pass), seatbelts are securely attached, certain critical dashboard lights light up when they should, etc. About the only arguably administrative things you can get pulled up on are a missing or non-functional speedometer - _if the machine was fitted with one when it was built!_ - and, recently and controvertially, whether the Check Engine light is on. Don't even need a working fuel gauge, the doors to still be attached (so long as the mirrors are still there...), anything like that. Everything else to do with whether it's actually a barely functional crock of shit is outside the test's purview. So long as it's not likely to cause death or injury to others on leaving the test centre, or in the next 12 months through natural wear and tear, they don't care... I've got some absolutely shocking-looking vehicles through the test before, because the damaged parts weren't considered an actual safety issue... They're also a little more lenient than the Finns, in terms of failing the test and forfeiting your test fee for stupid little things. Like, you can totally fail the MOT for having a single burned-out marker light or similar. But if it's something small that the test centre (there are few wholly dedicated ones, generally little-known places run by local councils for their own use but legally they have to take bookings from any private citizen who phones up, most of them are also general garages / mechanics workshops) can fix either on the scene, or something slightly larger that can be fixed within 24 hours with your permission, they have to redo the test free of charge; generally they're quite happy to do the work (especially if it's just changing a bulb or a tyre) and charge you for that, then do a limited re-test that only considers the point of failure... i.e. "bulb was dead, I've changed the bulb..." [flicks switch] "...yep, the light works now, and the alignment looks alright. That's a pass". If it's a more major fault, and you get it fixed within a week either there or somewhere else, the re-test fee is halved. Generally there's not much that causes an MOT fail that would take longer, that doesn't also mean you scrap the car because of the repair cost. FWIW, anything under 3 years, and nowdays I think over 40 years is exempt from the MOT, so you wouldn't have that as your point of registration anyway.
