Can you use the small trout for live bait?

No you cannot use game fish for bait, plus no live bait where I was fish.

In the Wisconsin laws it says "it is illegal to use gamefish as bait unless they meet any length restrictions for the body of water you are fishing and are included in your daily bag limit for that species." Not totally sure I understand this now that I read it.
