If we go off manga scaling of both ichigo completely obliterates but through all lore, data books, light novels from both ends. They both come out regularly close as both of them are nearly universal - universal +. But with naruto a majority of them are vague statements that we can use only assume that they can do that while in bleach their solid statements in the light novels that puts him at the same level as the soul king, who created multiple universes and power is so great that he can keep them all in balance. The hell verse feat is really the only thing that sets ichigo ahead of naruto (by a shit ton) so if we include the hell verse feats as canon ichigo stomps and it isn’t even close.
