Naruto scales up from beings that have planetary feats like Juubito (taking the shinju out of his body), Madara (Performing two planetary feats which would be the infinite Tsukuyomi and Spreading the roots of the shinjuu at a speed that worried Killer bee). In addition to his own feats of floating a moon while tired (along with sasuke). He resisted the Toneri attack that split the moon in two (which contained the Tenseigan's chamber that has the same mass/gravity as the earth, it's impressive that Naruto's earth is MUCH bigger than ours). Plus it resisted the TK of toneri, the same TK that was going to crash the moon into the earth (it resisted it at the base). And it's consistent, since so6p Naruto 100% + bijuu chakra > BSM 50% Naruto and other feats more. So no, for now luffy is not on the same level as naruto (in the future he might be), Naruto would beat him Mid-Low Diff. However, there are a lot of evidence and calcs that blatantly shows the One Piece world is way bigger than ours. It literally has 6 moons, and one of those moons have another moon. And if we go by scaling, Luffy scales even higher than planetary. WB was stated to be able to destroy the world as an old man, and current manga Luffy scales above him. Considering the One Piece world is large planetary-star or even bigger makes it even more impressive. Even if you don’t wanna believe that Luffy is planetary or higher for whatever reason then you could still argue he’s planetary for a normal verse like Naruto. If you want to believe that Luffy is multi-continental then that could still scale him to planetary because of how big the One Piece world is. Toneri’s feats on the moon isn’t that impressive considering the moon was hollow. And splitting the moon is nowhere close to destroying it. Which is even farther from planetary level. Even if I gave Naruto the benefit of the doubt, Luffy still has durability negation. So Naruto’s durability feats are absolutely irrelevant.
