The New Brunswick town of St. Stephen has declared a state of emergency over homelessness after a person died in the cold at a park last week.
The town’s municipal council voted unanimously to make the declaration during an emergency council meeting Monday, calling the situation a “public health and safety crisis.”
As Heidi Petracek explains, more people are living in dire conditions, and the province is being blamed.

The provinces share the majority of the blame for our current housing crisis, and they have seen Conservative,Liberal, and to a lesser extent NDP governments at helm for many years. I do agree though that the Liberals surebhavebdropped the ball on immigration which is putting an undue strain on thebhousing/rental markets. I'm not a fan of the Trudeau government at all, but it's not all simply their fault. And PP refuses to comment on whatbhebwould do about immigration because he knows we also need the workers and investment that immigration brings. We're stuck between a rock and a hard place.

@@SillySongs4Everyone2001 You give him too much credit. Housing crisis has been in the making for decades. the liberals to a great extent are only putting the final nail in the coffin. There are conservatives, then there are conservatives in power. The conservative element in both parties is what “burned” Canada in regard to the housing crisis and the burden we see on the middle class today. This was inevitable considering it was economic conservatives in power here and south of the border like that of Neo liberals, Reaganites, and Mulroney's ilk that supported policies over the decades that made investing in real estate more enticing than that of more important things for the betterment of the nation, its competition, and its economy. They did this with programs and policies that created more favourable tax treatment for capital gains and went to great lengths incentivizing investment more and more over the decades in hundreds of ways to the point of giving those gains a lower rate than personal income. No wonder folk find it necessary or irresistible to use houses and condos as an investment vehicle; they have to make up for devalued earnings and the stagnate wages of the past cause by the policies that stemmed from supply side economics..

Social welfare and wealth redistribution are FEDERAL RESPONSIBILITIES according to the Constitution. The feds download this to the provinces, with transfer payments and the provinces download it to the municipalities, again, through transfer payments. However, the municipality is too small to handle new emerging cases of homelessness, OR the municipality overspends those transfer payments, OR the FEDS do not transfer enough funds to the province thus forcing the province to transfer less to the municipalities. In any case, the Feds are responsible for social welfare and municipalities should not be spending property tax funds on any social programs. The problems with homelessness are not going to go away until the governments tackle the root causes of homelessness, which is not a lack of housing, but alack of social funding over the past thirty years to address mental health issues and by setting an immigration target that is possible within the existing social safety net. Too many asylum seekers (illegal migrants) are allowed into the country, too many refugees are allowed into the country, as the homeless crisis worsens. This has to be stopped, despite the outcries for humanity. We can either take care of them or not, if not, the stop the flow until we can handle them humanely.

If we can have tent cities, is it possible to have construction trailer cities as part of a temporary solution ? There have to be better solutions than " It's not our jurisdiction " . These problems are more than partially the problems of our provincial and federal governments cow-towing to Bay Street and Wall Street and their catastrophic greed. Wealth redistribution is denied as a viable solution, but it's a better solution than the current one of allowing greedy landlords to force people into tents in the winter. Tax shelters are going to help those who need real shelter. It's long past the time that all levels of government worked for folks in all levels of income.

Worst tenants' rights in the country; things landlords get away with in NB, I could never get away with as a landlord in BC. I was shocked to see the mistreatment of tenants in NB while I moved back for a few years. Also the how much the burden was put on the tenant to resolve an unjust issue against them. Big joke was for one year they put an annual percentage cap on rents and the following year the rents soared. Landlords in NB want to charge what the market will bear in a so called “free market” yet want NB to maintain a rigged system and tax regimes that has little resemblance of competition and capitalism that favours them over the tenant.

Things like real estate agents shadow flipping and developers engaging in speculation and the corruption of Spot Zoning over the years in larger cities to name a few. Also we were warned in the 90s about how the policies that stem from supply side economics would inevitable devalue the earnings of our kids and relatively stagnate wages not to mention the younger generations would be squeezed out of housing if we didn’t address and curb those polices.

Freaking joke I know a friend in Niagara Falls it was cheaper to get an Apartment in the USA right across the water than live in ON. Got a 2 bedroom heat hot water and power included in NY for 700 a month which is about 1000 CAD, vs Canada Niagara falls cheaper 2 bedroom was 2500.00 a month nothing included.

@@EyeSee4.8 Well this is the Liberals for ya. I lived in Halifax for 18 years it became so hard to live there I had to move to montreal. But I see what happens and well its starting to happen in the neighborhood I am now in Dorval QC. I lived in Fairview in Halifax from 1999 to 2018. When I first got there rents for 2 bedrooms was 450 a month, It was a nice small community no big high rises, all small tight buildings, Everyone knew everyone else, neighbors looked after others. Then in 2006 the first tear down of an old building happened they evicted everyone from it even though they never missed any rent. Tore it down and the first highrise went up. Fancy new building. Once it was completed all the rents in the smaller building went up as well landlords thought well the area is now little nicer I can charge more. Even though they was making enough money before. Then since that 2006 date 2007 2 more new building, 2010 3 more, 2014 two more 2016 two more. My rent in my small brick building went from 450 a month 1999 to 900 a month in 2017 no reno's done nothing new done to building. Joe Howe Drive in Fairview look on google street view. And look at dates when you look at the 2006 date you see a nice small community. Then look at street view today and it reminds me of Hurontario Street Mississauga. City officals say wow this place looks nice while the homeless sleep outside. They took the money from the developers and basicly told the citizens and the people that live there fok off.

In New Brunswick many were used to very low rents for years compared to the rest of the country. In the last 4 years rents have increased as high as 150 percent in NB. NB has no annual rental caps and only had one for one year plus has some of the worst tenants' rights in the country; the things landlords get away with in NB I could never get away with in BC as a landlord. And what rights the tenants have, there is too much burden on them to resolve it. Even minor things like your rent deposit. Even though it is the law in NB for a landlord to register your deposit, with the government many don't and Service NB looks the other way. I contacted them about this and their reply was, "yes, they must register, but many do it the old school way so don't and there is no enforcement". The lack of tenants' rights in NB has made it quite attractive for those from other richer provinces that want to be slum lords. When more people came from richer provinces during COVID to take advantage of more "affordable" housing, they were more than willing to pay rents that went up so high because compared to where they came from, they were good deals. But the prices they were willing to pay put a lot of renters out of the rental market that have been in the rental market for decades. Imagine being used to a rent well below 800 a month for years then suddenly within a year or two it goes as high as 1800 a month. I was part of that problem, as I moved back there for a few years and paid what they asked for as it was a deal for me. The previous tenants were paying 1125 a month and I paid 1750. Now that unit goes for 1975 a month. An increase of 625 in a three year period; that's actually not a high rate of increase in NB, as I know there are no lack of units that have been increased by 800 to 900 a month. It is a mess all over the country. To think there are still tens of thousands of people in BC that pay rents that are anywhere from 700 a month to 1500 a month that have been in the same unit for years thanks to annual rental caps. I have a friend in Vancouver Kitslano that lives in an apt that looks like those apts that go for over 2000 a month in Moncton, but he only pays 1200 a month because he had been in his unit for over 8 years.
