Smart man -- Leon Vance. If ever questioned, he will not have to lie about that report. He did NOT destroy it. It is down in the records room -- somewhere -- presumably lost forever.
This is still the best ending from NCIS. The beginning of the music just has thos satisfying sense of It's over, we're all safe now, happy ending. And then a foreshadowing of events to come in that text from Eli David.
Once again NCIS shows how it's okay when the "good guys" break the rules! The funniest part is when there are those who don't notice these sorts of things.
It's not about the rules. Paloma was a drug cartel head, while her brother was in the heights of Mexican law enforcement. She wanted to kill the people Gibbs loves, to cause him pain and get their revenge. But doing so would make Gibbs disregard anyone willing to stand in his way, hence the report regarding Pedro Hernandez, so that he can be put away.
I never got when Eli said "I found him" I know about enemies foreign and domestic but this was before...plus if it means Paloma's brother NCIS have him...I know Leon and Eli are friends and obviously Eli is Ziva's father but this never made sense too me....also I know Eli does help NCIS catch people like in blowback xxx❤❤❤😑😑😑
A surprise that Paloma forgave her brother after shooting her by mistake, thinking that Gibbs and his father were hiding in the house while getting away from them. If Paloma's brother hadn't shot and killed her by mistake, and if she did get sent to prison for life, Paloma's brother would be worried sick if he heard that she got beat up by another woman in prison and that he wouldn't be allowed to visit her there at all.
