I believe he has been more powerful in death than in life. The way he lived with honor was powerful, impactful and dutiful. But, he decided not to play this "Game of Thrones". The wretch Joffrey took his life, but he couldn't take Ned's influence. *The North Remembers.* He is remembered and that is why his children, including Jon, are so powerful and influential now in the show. They came from nothing and had to make a way through their own twisted maze of life. Ned Stark is very present in the show now because he can never be forgotten... *Valar Morghulis* (All men must die.) *Valar Dohaeris* (All men must serve.)
Look at the window behind the throne. This is a flashback from before King Robert was killed. Probably from a vision about the past that Bran has in S7 ... perhaps about how Ned was betrayed? Things that Sansa didn't see or know about?

maybe this is what "the Starks will come back" means who knows maybe they will use some magic and make Cat and Robb come back again like George did with Cat in the books series
No. Ned id dead. He was killed in the books, just as he was in the show, and his head was spiked above Kings Landing. If the others had died by decapitation, they wouldn't have come back either. Even if Jon Snow could come back from decapitation, he'd come back as a wight because he's North of the Wall and that wouldn't have happened because Edd would have had his body burned so there was no chance of that happening. And the Mountain and Beric didn't die in the North, they died in the South.
