We got a set. The finger touch won't work, but it says to use a wet rag. Well that works. Will they light up when the power is off? Not like you'd hope. These aren't like some that are made to screw in a light socket and that unit has the battery and small built in lights. Then you screw your regular light into that. They'll only charge when the light is on in the socket. You'll have to unscrew them to use them. So I'd say a little deceiving on the part of the manufacturer.
