It is possible. He has broken apart and combined so many of his songs that I am sure they are all probably just different parts to one huge song in his head.
Older versions of Oh Comely never had the second, 'goldaline' section. Instead, that section was a part of a trilogy of songs which included 'Now There is Nothing' and this. Those songs in the trilogy probably evolved together, hence the similar chords
