Utilities. Still 10 years behind. Too expensive to upgrade everything at a site. All money pushed towards compliance. Security and reliability are second priorities.
The intended use case for these routers don't need anywhere close to 100Mbps. The SCADA systems I manage are running on 1.5Mbps circuits. No need for faster speeds as there isn't that much data to send.
