The reason Sett has a top tier skin is because it is the legendary skin. Also you are thinking of Asura's Wrath, a video game. That is some of the inspiration for his design.

@@Jedda678 Evelynn is a demon among some of the oldest on Runeterra alongside Tahm Kench. Seductive or not, she's still a demon and a whole part of her lore is the monster underneath; however, since her rework, Eve was just turned into a generic human in 80% of her skins. Soraka suffers the same fate really; she's a celestial who made a psychical form in the appearance of the Ottrani tribe near the base of Mt. Targon to help mortals find their path. Some of that tribe are super feral looking! And yet Soraka is also a generic human in 70% of her skins. It's just a darn shame Riot hates monsters so much that even the humanoid ones aren't allowed to keep their monster traits.
