New fire chief surprised to see his name on New Chapel EMS taxes, and someone else's signature 

Tim Franklin had no idea he was listed as "director" on New Chapel EMS' taxes for at least three years. Someone else also signed where he should have, and Franklin is convinced it was Jamey Noel. Noel is currently facing 31 felonies for theft, tax evasion, corrupt business influence, ghost employment and more. His lawyers declined to comment for this story, and New Chapel's lawyers said "the documents speak for themselves."
