Go into your staff working times and make it so the cleaners and mechanics work from 8pm til 6am, this is when they are needed the most, and then have 2 that work the "not core hours". This way you will have all the cleaners and mechanics working late at night and then durin the day when the buses are out, you will only have 2 people working, I would suggest the reason it hasnt completed is because it doesnt have a figure for the amount to clean, so you need to clean "all" of your buses, having people work in the "not core hours" will help with that.

Get your bus routes running for more hours of the day. You already have the buses, so it's just more money when they would otherwise be sitting around.
