Jiraiya is a very solid neutral heavy character in Storm Connections! After experimenting more with him and experiencing his strategy I can definitely say that he can be a decent character in the right hands. His new optimal combo routes are amazing and the damage he does creates a new dynamic on the overall playstyle you need to have when playing with Jiraiya.

Jiraiya has a rasengan and a new ranged jutsu. His rasengan is pretty much the same as any other rasengan, but worse. Even though it has armor on start-up, it is very slow and you don’t have the option to cancel out of it. This means that you are a sitting duck in front of your opponent if they successfully block it and have no assists to back you up.
His second jutsu is a new ranged fire jutsu. It has pretty decent range and great damage on hit. You can continue your combo after it hits and also use it in the air. It is a nice tool to mix in with another ranged jutsu to cause optimal chip damage on guard.
Overall, Jiraiya is a well balanced character but probably won’t be chosen over the fast majority of the roster that can do everything that he has ‘better’ than him.
