You must include the cc and #. The cc sends the email to your Inbox. Currently, Rules are designed to work with received messages. The # is the rule's trigger for moving the email.
A pattern I use is to simply blind copy myself on every outgoing email. I also add myself as a blind copy to each one of my email templates. With a copy of it being in my inbox I simply place it in the correct folder of the project after I have flagged it for follow-up and placed a category on it, I use categories to identify the topic requested and then use an identical category with a dash returned in the text of the category. This allows me to be able to look into a folder and easily see what the outstanding items are associated with that particular project. I leave everything in my sent box as it is a historical representation, in a linear format of all of my outbound Communications. Additionally, I apply the same category to each email in my sent folder. May sound like Overkill but given the cya environment that I exist in it has saved me on more than one occasion having this level of structured organizational pattern.
