I got this encounter and got robbed, went back with the shotgun to get my revenge but the guy with the top hat wasn't there it was the other two guys. I've been hunting for that top hat man ever since.

The person who set the reputation system at Rockstar should lose his job. Minus for shooting bandits? LOL
