Albeit incomplete, the citizen’s and emergency income schemes have represented a safeguard against our present economic emergency. The voluntary sector has responded in a widespread manner, from below, to the evolution of new forms of poverty among women, children and the elderly. A proposal for creating different instruments when drawing up a new network of safety and social inclusion.
