It's hard to explain because there are many different scenarios as to when you want to throw or not. The first is energy management and move timing for turn difference. Energy management = if you know your opponents move timing for example like Swampert Hydro Cannon at 5-4-5-4 MudShot to get to, you just have to throw your move before they get to the next so let's say Swampert just used hydro cannon at 0 energy, it takes 4 more fast moves to get to the next so you can throw yours at their third so not only do you get optimal energy timing but you also deny them from using the move at all because they could not reach it on time. The second one is turn count DPS difference. This is mostly the case when an opponent is using a 2 turn or higher count move and you are using a move that is shorter than theirs. An example would be Shadow Claw vs Charm, your move count is 1second or 2 turns while theirs is 1.5 second / 3 turn. A good timing to throw is after one fast move then charge move after as your counts are 1 - 2 - 3 - 4 - 5 vs 1.5 - 3 - 4.5 - 6 for Charm. Usually you would sneak in a move then throw a charge move so it makes sure that you do not give your opponent a free fast move while you get nothing. It's very important to know this if your up against a pokemon with longer fast move such as Incinerate as throwing a charge move immediately without any fast moves to fit in will mean you gave them a free 20 energy when you could of have gotten 16 energy (Shadow Claw) and still had 0.5second window to use a charge move as well and this punishes you very big time. Basically energy management + fast turn counting is what you need to know before you use a charge move. Optionally some Pokemons have a move that can debuff you or themselves after so usually using a move before or after can change the flow. If they debuff themselves like Wild Charge/Brave Bird you can use a charge move after to deal more damage but if the opponent has a debuffing move like Icy Wind, you can use your charge move earlier so you can do more damage before your attack drops. Hope this helps explain some advice on timing
