I don't think it's abandoned. It must be the tunnel shaft for the tunnel that carries all the water from the Catskill reservoirs. It's goes under the Hudson river and this must be built over the tunnel on the other side.
Not abandoned in a traditional sense -- there's just been limited reason to access here. That may happen between 2018 to 2021 when some portions of the aqueduct are shut down for revamp.
