Newark Ohio Fire Department House Fire 154 S. 6th St Command View with Radio Traffic and Helmet Cam

On September 4, 2020 at 0616 hours NFD units were dispatched to 154 S. 6th Street for report of a house fire. While responding the dispatcher advised they were receiving additional calls reporting a working fire.
This house was located in an old section of town where houses are built behind other houses making access to it somewhat difficult.
The following equipment was on the initial assignment:
Battalion-1 with a crew of 1 (Me)
Rescue-1 (engine/rescue) with a crew of 4
Tower-1 (105 ft platform) with a crew of 4
Ladder-3 (100 ft ladder) with a crew of 4
Medic-3 with a crew of 2
Engine-52 (Heath FD) with a crew of 2
Engine-2 and Medic-2 were tied up at an auto accident when this fire was dispatched.
The working fire announcement brought an additional 2 engines and 1 medic
Rescue-51 (Heath FD-engine/rescue) with a crew of 3
Rescue-201 (Granville FD) with a crew of 4
Medic-201 (Granville FD) with a crew of 3
Upon arrival a 360 of the building revealed the home was a duplex with 1 apartment upstairs and 1 apartment downstairs. Both were vacant and in the process of being remodeled. There was fire showing on Delta side from the ground extending to the roof line with extension into the second floor. The initial attack crew had to enter the rear door to gain access to the 2nd floor apartment. A total of 3 handlines were utilized to extinguish the fire.
There were no civilian or firefighter injuries at this fire.
This video was recorded with a Motorola Z Force Droid cell phone, which limits the length of each video to about 30 minutes. The PIP Helmet Cam footage was recorded with a Fire Cam 1080.

I go to work for a 24 hour shift and when I come home I notice that all of the experts and keyboard warriors have been hard at work. I'm blocking people left and right. Goodness, where is the Christmas spirit?

Chief Decker you and your department do a wonderful job under extreme conditions to keep us all informed, and we thank you. I remember waking up to this about 5:30/6am and watching the newark department go to work battling the blaze from a backyard. Good job getting the fire under control. You guys do an amazing job, keep it up 💛

Having never really seen a fire department respond to a structure, I wonder how long do you hang out after the "apparent" fire is extinguished? I imagine certain situations smoke for hours and even days but what is the criteria for heading out?

Chief, you directed Ladder 3 to bring extension ladders to the alley and proceed to the roof to make an inspection hole. The video shows a crew taking the egress ladder from the Alpha side and re-purposing it for their ascent to the roof. Was there a mix-up?

My first thought too - but in the video, the female witness says she saw men start the fire. (But now that I think of it - could have been a copper theft attempt gone awry.)

Does your department do a debrief, critique, or some kind of lessens learned after an incident? If not, it might be a good way to go over what went well and what didn't. (Like the roof team stealing the egress ladder for division 2).

Im actually both impressed by the effectiveness of the fire crew and the quality of the siding of the home. Normally siding like that melts off exposing more wood to the heat. You gotta give the builder props for that too!

PAR stands for Personnel Accountability Report - they are asking each unit if all of their guys are accounted for.

Correct. PAR = Personnel Accountability Report. It confirms that each crew has all team members.

I believe it was the first line, due to where the power line was attached to the house that was a dangerous route to run the line and work on the knock down.

Good question. I struggled with the initial line hitting the fire on the CD corner first. I had Ladder-1 pulling a second line to hit that fire but the line was a little delayed getting charged. So my top priority was to get a line to the second floor apartment to stop the spread of fire and try to get a quick search for occupants. You or I wouldn't be wrong to hit the exterior fire first and knock it down. I was thinking I could accomplish both simultaneously with two lines. I hope that makes sense.

David Decker I'm curious. I've learned a lot of things fire buffing while following comms, and one thing I've learned is the more water you can put on a fire the better the result. So the question is why if you have a tower ladder available would you not use it's elevated master stream to k/d the fire? This is of course knowing that the dwelling is unoccupied.

This house was located in an narrow alley. Getting a ladder truck in position would have difficult at best. Additionally, we had to get to the second floor to search as we did not know if the second floor was occupied.

@@commandvisionfire Thank you for the information. I thought it was known before going in that both were vacant so that does explain a lot, and yes if the alley was the only real access I can see it being very difficult to position a tower ladder.

I was holding my breath as I watched two firemen on that bowed ladder with no ground support. I've seen two firemen fall with broken backs and other injuries, so I'm really sensitive about ladder usage.

I hope those ladders are a bit sturdier than the ones you buy at home depot, especially with the angle they laid it at. I was always taught to stand with the base of the ladder at your feet, and extend your arm forward and you should be able to grab a rung with out leaning or bending your elbow, then you know its the right angle.

@@Jarl_Thidrandi No one does that arm rung fire 1 and 2 crap, try rescuing someone and trying to go down a ladder with that steep of an angle. They do it at that angle so its much easier to bring a victim down. As for why they did it for climbing the roof, your guess is as good as mine

First off the foot of the ladder is definitely in the grass/dirt thus dug in. The ladders firefighters use are some of the strongest out there and the rungs are overlapped adequately and I see nothing wrong with the angle. This was perfect example of ladder ops with out the truck ie main ladders.

I will say that they should have put on the air (radio) that the 2nd floor access on the A (Alpha) side via ladder was gone and moved for roof ops.

BR549 watching it I was a bit concerned too, but then my viewing “angle” wasn’t very clear-maybe even a little deceiving. However, my eyes thought I saw some twist toward the right side, and then when I saw more than one person on it, I thought it might give way. I believe it was more illusion for me as these guys are good at what they do (that doesn’t mean pros don’t make mistakes) and were on their game. Still...made me hold breath too...😉

It’s a worker 14:17 - Neighbours waking up wondering what the noises are this early in the morning look outside to a house on fire. 29:53 - Agent applied on the hot spots. Careful nearly got the chiefs car wet that would have been funny.

What I found interesting was that it got lighter outside during this fire. Many of these videos are in the dead of night, or start at dusk and get darker.

At the start of the video it said call received at 0616 which is 6:16am. I heard a ladies voice tell command she saw people around the duplex with torches then later saw the fire. Very suspicious.

I am curious if the ladders you use have a heavier rating than the ladders you get at lowes or home depot which usually have a 250-300 lb rating.

Yes. The ladders that we use have a duty rating of 750 pounds at a 75 degree angle. They are tested annually. The requires that the ladders be fully extended and placed horizontally with a 750 pound load placed on them.

Very good job of scene controlled fire extinguishment. The only observation that I have an issue with is when, at approximately 12:30 minutes, the ventilation crew removed the ladder from the second story window and used it for roof access. In my opinion, another ladder should have been used. Otherwise, a very well run fire scene.

Any word on the cause of the fire? How do you assign the Alpha, Bravo Charlie Delta, to the sides? Is it simply you stand in front of the property on fire and front back left and right? My late father Charles Phillips was a volunteer firefighter and EMT with the North Prairie Fire Department in Wisconsin, so I have an interest in these videos. You direct someone to shut off the power and gas inside at the breaker panel and the gas. Is that enough at a residential building? I assumed that the utilities were shut down at the street. I recently discovered your videos when they were featured on my feed. Thank you for your service and your sacrifices sir

Chief, what do you think about a little more of a combination attack; Have your first crew knock down that outside fire then make entry and proceed as you all did?

Absolutely. I had anticipated the 2nd letting getting stretched and in action sooner. Had I anticipated that there was going to be a delay I would have had the initial attack line knock down that exterior fire before heading in.

Hey chief! Love your videos! You guys in Newark are doing great. Don’t know if you’ve seen it, how do you feel about the Milwaukee method for vertical ventilation on a peak roof? It appears that maybe you operate your ladder companies with a crew of 3. I think you guys would greatly benefit from using this method. The only thing I noticed was the ladder crew removing the division 2 egress ladder to use for venting. Other than that, great job! Keep it up!

We don't regularly go to the roof on an ordinary private dwelling. Usually it is easier to take some glass for horizontal ventilation, but yes the Milwaukee cut is very effective. And you are correct, usually 3 on our engines and ladders. 4 if we are lucky.

PAR is personnel accountability report. It confirms that all crews are together and they have their people And nobody is missing.

My only question is when the chief updated with fire on second floor and roof why didn’t the first engine drop a supply line then instead of waiting for the second engine to do it. What if the second engine was delayed. You have ppl inside without a water supply.

Everybody does things a little bit different. Our trucks have 750 gallons of water, and we have a pretty strong automatic aid policy. It is rare that the first truck would lay in. I'm not saying that I'm right or that you are wrong.

Why not dedicate the first line to the Exterior side which was left free burning for 9 minutes unchecked? From 9:01 - 10:00 the fire went from doubtful to probable.

This is what a fire is really like it takes time to get to the fire and setup. The chief is a prow and shows it like it is.

@@davidglaum2538 Mostly everyone here is an Officer or firefighter. We are all well aware of how fire grounds are run and how fire grounds can fall apart. He provides excellent field of view and communications in his videos. But that does not make his scene the gold standard. Im not saying Chief did anything wrong, but to be able to understand the decision and why is when you can learn something you might not have thought of.

Agree. It was drilled into our heads from the late 1980's until a few years ago that you NEVER hit it hard from the yard. The old "you're going to push the fire" fictitious tale. Sad. Depending on manpower, There is NOTHING wrong with a dash from the yard to reset the fire. That being said, these Firefighters did a great job.

We do not get pre-alerts. But our dispatchers are very quick with getting the run dispatched while they continue to ask questions from the caller.

The fire started exterior and continued up the exterior wall, eventually making its way into the attic. I'm not sure was started the fire.

I'm loving the helmet cam! Question for you Chief. When you have ordinary citizens come up to you vehicle window, and start a random conversation that you notice has nothing of major importance to the current situation, how important is it, and how are you able to get them to essentially leave you alone to properly conduct your job? I understand how this my sound harsh, but I'm meaning for this to be a completely serious question.

That is a very legit question. I usually say something like "let me get back with you". I want my full attention on the scene and the radio. But on more that one occasion I have rolled up the window and locked the door on people that just don't get the hint. Sometimes it makes people mad, but my priority is the scene and the firefighters inside the hazard zone.

Why did the crew going to the roof remove the ladder from the window while you had crews working on that floor? I was under the impression once a ladder is in place at window it does not get moved unless it is needed for life safety or rescue. Was this ladder move communicated to crews inside? Chief, since we could not see, I assume your first line went interior to Division 2 and then backed that up with exterior on the Charlie side? Also, since I see a roll away out front, was this fire related to construction?

Correct. If you pause the video around the 4:05 mark you will see the door on the Charlie side. Behind that door are the stairs that lead to the upstairs apartment. Based on the amount of smoke showing from the Bravo Division 2 window I wanted that upstairs apartment to be our priority. If there were any victims up there we have very little time to get them out. As far as the cause of the fire, it appears that the fire started on the outside of the building, but is undetermined.

Great job NFD...I love seeing a commander not afraid to coordinate using an exterior line in conjunction with an interior fire attack! I get so irritated seeing exterior fires continue burn and extend into attic and remainder of structure because interior operations are occurring. So great job on this decision! Yes. If this was a smaller fire such as room and contents, we would try to handle the investigation at the company level. For larger fires we call in our investigators.

Division = Floor. Division 1 is first floor, division 2 is 2nd floor etc

Great command and control of resources. Department appears to have good teamwork - got the job done efficiently. My one observation and comment is the ground ladder on Side A. Good initial placement for Division 2 egress in emergency, then roof crew moved it to access the roof’ and then never replaced it. Should never move a ladder placed for emergency egress while crews are in the building. Ladder company should have placed another ladder for roof access.
