As a Norwegian I can tell you a bit of my impression compared to other places and what foreigners living here tell me. I hear most regard Norwegians as quite chill and friendly. And I would say that is quite true. Norwegian culture is quite informal and few people think they are better than somebody else. But we are also kind of shy and not that good at smalltalk. Most will notice a huge difference between drunk Norwegians and sober Norwegians. Norwegians who have been drinking tend to get very outgoing, as a sort of diametrical opposite to to the sober version. Still it isn't that easy to just go into a bar alone and meet people. Some foreigners might be able to do that because people could be curious about you simply because you are foreign. I remember an American and Australian over for work years ago who got so exited about Norwegian girls after going out that they cancel their flight and went home later just so they could get some more days partying. They seemed to have had an easy time meeting people. Generally people really socialize at what we call Vorspiel and Nachspiel in Norway. Those the foreparty and afterparty. It is before and after going to town, usually at somebody's house. This is where people are more direct about introducing themselves and socializing. Downtown at the club Norwegians are less socializing ironically. So it really helps to know someone and join the Vorspiel. That is how you get introduced to people. In general Norwegians socialize in some kind of context. People join various clubs or activities. It could be anything from hiking in a group, to play board games. It is rare to just start talking to random people in public. Instead you meet people through shared activities.
