There's always a flash flood in that area after a heavy rain. You can see the "instant waterfall" from afar (it's huge by the way), and stops immediately after all the water drains out. But my concern is the guy who was left in the middle of the stream -- how come nobody was helping him out? Next time, ditch the bag and help the poor fellow caught in the flash flood! The bag is always replaceable.

it doesn't seem a really 'nightmare' on the looks of it. It is really a scary thing though, but when that lady took a selfie pic or vid of her DURING such mishap and SMILED, I was like, REALLY?
