The real issue is that the North Kaio doesn't have god ki because Goku teleporting to him in the Cell fight requires sensing him, even though he should by all logic be a god. At least Kami started as a mortal and it's understood that planetary overseers are more like a volunteer position rather than actual inherent godhood, but the Kaio are, according to Toriyama in the Super Exciting Guide, Shinjin grown from the same fruit as Kaioshin.

I agree with your conclusion, however, mortals can in fact be trained to sense god ki. As Goku and Vegeta can still sense it in base form. Additionally, Frieza is implied to be able to sense Goku and Vegeta in SSB. Finally hit is able to tell that SSB Goku's power is increasing by a specific multiplier despite not being a god.

This is just my own WMG, but Piccolo had been living on the Lookout all those years after the Cell Games, presumably to help Dende settle in to the role of guardian. Perhaps while Dende was in training/apprenticing, Piccolo retained some of Kami’s abilities, including sensing God ki. Sometime after the events of the Buu saga ended but before Beerus appeared, Piccolo officially passed along the torch and Dende took up the mantle of the new Kami completely, so he gained the power while Piccolo lost it. That’s just a personal head canon though.

In general, god ki is one of the most misunderstood plot points in Super regardless. For instance; most people seem to assume that god ki is just naturally stronger than normal ki and that anyone using normal ki can't compete against someone with god ki. This simply isn't the case. There are many instances of god ki users, mostly Goku and Vegeta, fighting on par with or even being weaker than others who just use normal ki. This was also true following the logic backwards into Z, as Goku and Gohan surpassed the Supreme Kai in power before or during the Buu Saga before they even knew god ki was a thing. I assume that the misconception around god ki automatically being better comes from Goku's huge power up in the Battle of Gods arc. We are already familiar with the concept of transformations coming with huge power multipliers by this point, but it seems everyone assumes that Goku's huge buff in power comes from him now using god ki rather than him simply switching to a new type of ki and then applying a transformation multiplier onto it. This could be context driven as it is called "god ki" and there's a degree of respect and reverence that other characters have for it and those who use it at this point in the story, but neither of these points explicitly means that it's stronger; this is at best an intuitive connection that may or may not be true, and in this case it seems that it is not. Another misconception about god ki is that having it automatically makes you a god. However, if you pay attention a bit more closely you'll find that this is false as well. This is once again an intuitive connection and in this case it does seem to hold up early on into Super's storyline, however despite Super Saiyan God being treated as though Goku has literally become a god early on, this treatment doesn't last and it starts becoming apparent that Goku and Vegeta are simply mortals who have obtained transformations that use the same kind of ki that gods use. They haven't gained any extra authority they didn't have before, nor have their life spans been extended. They don't even have basic godly status, as opponents regardless of whether they are evil or not simply treat them as regular opponents with no additional reverence. Take the Tournament of Power for instance; most of the people present were not evil, and yet Goku and Vegeta fighting in their Blue forms aren't treated as anything special in any way other than in the fact they are really strong. Even the actual deities present at the event are simply shocked that mortals are using god ki, rather than truly seeing them as equals. This continues into later sagas in the manga, with future opponents they encounter sometimes acknowledging their strength but treating them no different from an ordinary person otherwise.

He can't sense it the way he senses other energies but he can tell when it's there. He knows how they carry themselves so when he cant sense the energy of a really confident and mysterious warrior he takes it as a hint that they're devine.

maybe he felt the pressure of supreme kai's presence, sort of like when vegeta turned blue against trunks. trunks said he can't sense him, but feels an overwhelming presence about him. a similar thing happened when vegeta tried attacking whis (before he started training under him). he mentioned how some sort of energy is holding him back, which would just be the presence of him

I feel like they sold Orange Piccolo, who would obtain godly ki. His strength could still be fine as it is, but why not just let this shit go, he's awakening Kami within. Nail too, but that's more just him being a warrior, means nothing in comparison. I feel like his character isn't complete until he obtains god ki. As for Gohan, I don't know. He can claim to go the Earthly route, but godly ki is something that Piccolo could go on to understand as well as Goku or Vegeta, and I doubt Gohan wouldn't be able to pick this up if he ever got serious. Gohan currently isn't serious, but one day, he could pick up on the essence and be pushed down a path. It really depends. For now, though, Daima lol

In the anime piccolo can also sense it Post universe the goku vs hit sequence that is, piccolo and even gohan are able to feel mui gokus pressure and ki when he taps into it for the first time. Piccolo comments on ui gokus power multiple times and even senses blue evo vegetas power. Piccolo makes enough statements about gokus ki especially In the anime that its safe to assume to he can sense it to some extent.

There is actually one more wrench in the puzzle. DBS: Broly. Specifically the novelization. (Which is merely the film put into words with more in depth explanations and input from Toriyama’s OG Script, so it’s totally valid to reference, especially since it clarifies unexplained phenomena. Such as what happened with the Dimension of Swirling Lights, or the symbolism of the tree on Piccolo’s back in Superhero’s novelization). That being, Piccolo *senses* Gogeta’s “FULL inner strength,” (which is at least Super Saiyan Blue), and is able to confirm Gogeta is stronger than Broly. He also couldn’t have been talking about mortal transformations, since SSJ Gogeta in itself was equal to SSJ Broly (in the novel and film). And at best you could give Gogeta a hypothetical SSJ2, but Piccolo is highly aware of Broly’s evolving capabilities (as he sensed Broly’s increasing power). SSJ2 being an only 2x gap. (Not to mention he should be able to sense Broly’s “Full Inner Power,” which vastly exceeds mortal transformations and needed SSB to truly stomp him, and even then Broly was able to tank multiple insanely powerful super moves from SSB Gogeta and keep fighting.) Meaning he must have been talking about God Ki. Of course, you could handwave this as an inconsistency borne of forgetfulness or simply retconning Piccolo’s sensory ability.

Frieza and Hit can sense God ki as they state so in the anime when goku turns ssb frieza is able to tell he is stronger than him and Hit is able to tell Goku is multiplying his ki x10 when he uses Kaioken, yet neither of them are gods
