They sound like V-Pad brakes, and they sound like they are jamming and not applying fully too. They do need fixing. I know disc brakes can squeak when there is muck on them.
@peterwillson1355 Thanks for your input, but having set up many sets of brakes on many different bikes I have found that toeing in brakes is very effective. Out of curiosity, are you a bicycle mechanic?
