Nokia didn't had vision about future mobile smart OS. There were 2 types of Symbian OS at that time. Symbian OS 3 ( C++ based ) supported all kinds of 3 Rd party apps ( without regulated Appstore) and games (Ngage phones). Instead Nokia proceeded with Symbian OS 2 (which is Java based apps with lot of limitations especially you cannot milti task) and focused only on Camera and music. A simple regulated appstore for Symbian OS 3 apps could have saved Symbian OS.
