Fat buu acts childish because after he absorbed the grand supreme kai he was no longer 100% evil, the grand supreme kai provided the good side to buu. Which that good side is fat buu.

For clarity on the dog getting shot, that wasn't a hunter who did it. That was a psychopath who took the end of the world as an excuse to go on a rampage since everyone's about to die anyway. He even dragged this other guy along with him and got him just as twisted. And at this point, Mr. Satan/Hercule had just gotten Buu to go Pacifist route simply because... well, Buu never actually CONSIDERED not killing people. Plus, Buu liked the idea that some people liked him for helping them out (he healed a blind kid a while back, expecting him to run in fear once he saw what Buu was, only to be surprised when that didn't happen. And that dog's another example, healed and kept from dying, straight up loved Buu after). He didn't start steaming up that other Buu immediately though. Mr. Satan/Hercule beat up the psychopaths before then and he could calm down and heal the pup. ...He came out after the lead psycho came back and shot *Mr. Satan/Hercule.* Basically, that whole affair ended up teaching Buu what it was like to have a reason to straight up want to EVICERATE someone and lead to Super Buu's creation.
The funniest thing about Buu, is that he doesn't really power-up, he just reclaims bits of his original power, with his ultimate form Kid Buu being just the way he was originally. His Fat Buu form is literally him being depowered cuz he ate a kind-hearted, sweets-loving obese god. He nerfed himself. By eating. A GOD.

FYI the only reason buuhan seemed stronger was the fact he was just more methodical and straigical with his attacks. He had a brain for fighting. He def was not stronger then kid buu tho lmao. If kid buu had buuhans brains. Things would have went down alot different
Vegeta is so many fans' favorite character, but he has a tendency to get beat up so bad it's a good thing he's wearing armor most of the time. And in this arc, he isn't wearing armor. Why? He wanted to participate in a fighting tournament, but armor was against the rules. That is the only reason this is the one story arc in all of Dragon Ball Vegeta wears no armor.
short reason about the dog. mr satan was like hey wanna be friends and that went well so he became a housewife for fat buu. Fat buu found an injured dog and was confused why it didn't hate or fear him and was told by satan that well he's to hurt to feel much so buu heals him. doggo is all like I'm healed yay I'm your friend now too and plays all friendly like. Mr satans like well people are like this dog. Tell you what I bet if you stop killing people they will be friendly like the dog and me. maybe not all but enough to have lots friends and buus like sure sounds good. buu stops doing bad things and then boom dogs shot and buu for the first time seeing something that didn't basically hate or fear him dies freaks out and boom personality split. probably not the best explanation but still.
Not even what happened exactly...Bee(the dog) lived, Buu healed him and was just fine afterwards. Y'all and CJ skipped over the inciting incident. When Bee got shot he didn't die yet, and Buu was about to blow his top until Mr Satan found Van Zant(the dude who shot Bee) and beat the shit out of him, then realized Bee was still alive barely and Buu simply healed him. Then later when Mr. Satan was cooking food for them, Van Zant came in through the window to get revenge on him, and shot him, resulting in Buu losing his shit and using his power again to heal Mr. Satan, which this time resulted in the personality split.
Majin Buu: - Dug up the ops and told them to die again - Beat the shit out of himself for not being enough of a menace. Twice. - Had Tien come out of retirement just to beat the shit out of him. - Killed every God in his universe because lol, so they had to make an apprentice the one Supreme Kai - Skated on water - Had allies in this saga but killed every single one of them himself because they were shit. That included the actual king of the demons. A Demon King wasn't enough of a menace for Buu's liking.
The worst part about kid buu? I budokai 3 he's one of the hardest to kill in a fight. First of all he's a short character; anyone who has played any budokai game knows they are a problem as some taller characters actually miss attacks because they go right over them (Especially Cell in budokai 1), meaning just existing, they miss attacks by doing nothing. Second, kid buu has some of the fastest attacks. By the time your opponent can react, he's already throwed 2 blasts in the time they'd do 1. And 3rd, in Budokai tenkaichi he has that ball attack that is not only hard to defend against; but is a homing attack you can aim. So if you blocked it, too bad. He's curve around and hit you from behind. He is the emboidiedment of chaos and I love it! Most villians talk about how great they are before they destroy stuff. Kid Buu? Oh look, earth. *NUKES then smiles*
In DBFZ, he's also consistently top-tier because his weird as hell moveset means he has options for every last kind of approach, to the point where the dude is unnerfable. You can't really nerf him because he's so good because he has a lot of little advantages that build up to 'you ain't doin' nothin''

Piccolo, Tien, Yamcha, even Frieza, Roshi, Kami, Mr.Satan, literally anyone who isn't Goten, lil' Trunks, and Cell got development. Vegeta's was a slow burn and has effectively ended at the end of Buu, where now it's just cycling back over and over again as if we didn't get it the first 3 times. Goku's development has slown to a mega crawl after he begged Krillin to let Vegeta escape, where the latest bits of development we see is vs Beerus and in Super Broly.
I guess I should amend my comment to say Vegeta has the most interesting character development. Krillin has a good arc and Piccolos is okay, it just kinda ends outside of hyping up Gohan and admittedly I just don’t like how the show deals with Frieza. But most other characters their stories are weak at best.

To this day I didn't understand how did fat buu and kid buu became different after super buu. I always thought that after fat buu steamed and evil buu was separated it should have seperated grand supreme kai as the kid buu absorbed grand supreme kai and became fat buu. Fat buu is kid buu who absorbed grand supreme kai. So even if he's shown different from kid buu which I didn't understand cuz it's impossible and shouldn't be fat buu stronger than kid buu as he is kid buu with a god he absorbed
but has never been killed and had to be sealed away by the oldest Kai on universe 7 that's is why but has the different personality he never been in hell that is jenemba.
