Sakura Trick is another one from around the same time as Citrus, Utena is the most classic queer woman anime of em all, Sailor Moon prominently displays a lesbian couple as protagonists, Bloom Into You is one of the coolest love stories in modern anime/manga

the NGNL one is a bit vague. they're stepsiblings, yes (though they were abandoned by their parents), but it's never made explicit that they're dating. they're codependent as all hell and Sora in particular says some sus things but iirc the only time they kiss is to share air during a game where they made all the oxygen vanish
