This could possibly be the first ever real life recording of the Gas Proof Protection tone (in the US at least). Apparently this facility broadcasts the activation tones over their Modulators in the system, however that appears to be the only thing they're used for. I should also mention that this unit is mounted VERY high, and it did voice after the test, which I missed.

That FSK is coming from a Federal Signal siren from within the facility, my guess is a DSA or MOD. Because after it you can hear whatever it was doing pulse

I've seen this unit, it's owned by Citgo and acts as a warning for residents near the refineries in the area. Those FSK's and the pulse tones are for the nearby Flint Hills Refinery. But at least I know now what this individual siren does.
