The folks at NORAD saw the balloon when it was launched and tracked it the entire time it was in our airspace then watched it fall to the ground. The folks at NORAD don’t always make the decision on how to respond to a possible threat , a lot of the time it gets passed up the ladder. NORAD can track everything from the surface of the planet out to twenty two and a half miles into space and I mean everything. They are using technology that we couldn’t even comprehend.

Facilities such as Greenbrier are meant for that until a reporter exposed the facility for what it was , rendering it no longer a secret and targetable. Basically the bunkers the government uses for continuity of government are among the most top secret secrets. The DUMBs are almost untouchable from the outside world. Deep Underground Military Bases are usually thousands of feet underground.
